To govern the implementation of the Forestry Strategic Plan, the following implementation policies, with respect to the management and utilisation of forest resources, as well as the development of the forest-based industries of the country, have been enunciated:
 
1) Bumiputera Participation in Private Companies
Private companies intending to get involved with forest industries and related activities must have bumiputera participation, to the extent of at least 51% of equity.
 
2) No Export of Logs
In order to achieve sustainability of forest resources hence, supply of forest products for future domestic requirements, the Government has not allowed any export of logs. This policy is apart from the cut on logging rate. On the contrary, to offset the decrease in the log supply, the Government permitted sawmillers to import their log input.
 
3) Encouraged Import of Raw Materials for Local Processing
Aside from the importation of sawlog input for the sawmills, the Government has also encouraged the importation of other raw or semi-processed materials for processing in the country.  This is designed to further spur the development of the forest-based industry These include pre-worked or prefabricated components, e.g. for furniture-making, for assembly here.
 
4) Encouraged Export of Value-Added Products
A further step to the above, is the Government-initiated stimulation for export of finished products, particularly high-value added items resulting from downstream processing.

 
 
ADDITIONAL INFORMATION TO BE SUPPLIED BY TENDERERES


1. Tenderer must give a summary of procedure they would adopt to complete the Works including a brief programme showing proposed order and time for execution of the several parts of the Works.


2. Tenderer must give details of their experience on works of a similar nature.


3. Tenderer must give detail manpower allocation.


4. Tenderer must fill in the declaration attached.


5. Tenderer must give copies of the following items:
 

i. 16/17 Certificate or other related certificate related with the Company
 

ii. Business Lisence for ‘Sendirian Berhad’ or ‘Berhad’ company
 

iii. Certificate from the Ministry of Development showing the related categories.
 

iv. Certificate from the Ministry of Development showing the related categories – ONLY CONTRACTOR FROM CLASS 4 ABOVE ARE ELIGIBLE TO JOIN THE TENDER
 

v. Certificate from the Forestry Department


vi. Receipt of purchasing document


vii. List of Owners/Managers


viii. Copy of Smart Identification Card or Passport for the Owners
 
PERINGATAN KEPADA PENENDER-PENENDER,

SYARAT-SAYARAT DAN KEPERLUAN YANG MESTI DIPATUHI OLEH SEMUA PENENDER YANG INGIN MENGAMBIL BAHAGIAN BAGI SEBARANG TAWARAN DI JABATAN INI ADALAH SEPERTI BERIKUT:-

1. Membaca, memahami dan meneliti kesemua kandungan didalam Borang DOKUMEN TAWARAN dan SPESIFIKASI TEKNIKAL serta mengisi semua ruang-ruang yang diperlukan dengan LENGKAP dan TERATUR.


2. Mempunyai Pendaftaran Syarikat yang SAH daripada Kementerian Undang-Undang Negara Brunei Darussalam dan di Jabatan Perhutanan yang masih SAH.


3. Penender hanya dibenarkan untuk mengisi Satu(1) set BORANG TAWARAN untuk tujuan satu (1) HARGA TAWARAN sahaja (One Offer Only).


4. BORANG TAWARAN yang telah lengkap diisikan hendaklah dihadapkan dan dimasukkan ke dalam Peti Tawaran, Tingkat Bawah di Bangunan Perindustrain dan Sumber-Sumber Utama.


5. Semua Tawaran yang dihadapkan mestilah dihantar dalam sampul surat yang tertutup dan pada bahagian atas sebelah kiri sampul surat hendaklah ditulis dengan BILANGAN/TAJUK TAWARAN dan TARIKH TUTUP sahaja tanpa menunjukkan identiti penender.


6. Dokumen Tawaran yang diterima lewat dari tarikh dan tersalah tempat seperti yang ditetapkan tidak akan dilayan (dibatalkan).


7. Penender mestilah menyertakan salinan SIJIL PENDAFTARAN PERNIAGAAN seperti Lisen Perniagaan bil 16 & 17, ‘Business Lisence’ bagi Syarikat Berhad & Sendirian Berhad, Lisen-Lisen yang berkaitan seperti yang dipersyaratkan oleh Jabatan ini, Sijil-Sijil pendaftaran kelas ketagori dari Kementerian Pembangunan, resit pembelian dokumen, senarai pemilik, kad pengenalan pemilik Syarikat bagi Rakyat Brunei dan/atau paspot bagi warganegara asing, pengetahuan/ pengelaman syarikat dan lain-lain keterangan yang berkaitan.
